This Invitation to Tender (the “RFT”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective bidders to submit bids for Well Decommissioning at Six Landfill Sites, as further described in Section A of the RFT Particulars (Appendix B) (the “Deliverables”). 

Niagara Region seeks to decommission monitoring wells and gas probes (collectively called wells) at specific landfill sites in compliance with landfill Closure Plans recognized in the Ministry of the Environment, Conservation and Parks (MECP) Landfill Approvals.  There are six (6) Landfill sites within the scope of work as shown on the Region-wide map, APPENDIX J - Figure 1 - Landfills Location Map. 

The Landfill sites include:

1. Closed Glenridge Quarry Naturalization Site, City of St. Catharines (Decommission 75 wells)
2. Open Niagara Road 12 Landfill, Township of West Lincoln (Decommission 10 wells/Install 1 well). This is a provisional item.
3. Closed Mountain Road Landfill, City of Niagara Falls (Decommission 33 wells)
4. Closed Centre Street Landfill, Town of Pelham (Decommission 14 wells). This is a provisional item.
5. Closed Station Road Landfill, Township of Wainfleet (Decommission 3 wells)
6. Closed Perry Road Landfill, Township of Wainfleet (Decommission 2 wells)

This RFT is being issued to all of the Successful Roster Listing developed from Contract 2023-RFSQ-184 specifically Category 1.
